Six dehydrated puppies abandoned in bin bag in East Yorkshire village layby

 

The young dogs are now being cared for by the RSPCA's team at Hull

 

Staff at the RSPCA's Hull and East Riding Branch are caring for a litter of six puppies who were abandoned in a black bin bag in a layby in East Yorkshire.

 

The dogs, who are thought to be between four and five weeks old, were discovered at about 6am yesterday morning (11 July) by a motorist in a layby in Staithes Road in the village of Preston. 

 

The man said he pulled over to take a closer look after he noticed the bag moving and found the distressed animals inside. 

 

They were taken to the Hull and East Riding Branch's rehoming centre on Clough Road in a cardboard box by the finder later that morning, where staff ensured they received immediate veterinary care.   

 

Centre Manager Carina Porte, said: "We don't know how long the puppies had been in the bag, which wasn't sealed, but the vet said they were dehydrated and beginning to overheat. Their very young age, coupled with this very hot weather, would have left them especially vulnerable and it could have been a very different outcome had help not arrived when it did.

 

"Thankfully all six puppies are now safe and being looked after by our incredible team at the centre. They're far too young to be away from their mum, so they'll be receiving specialist foster care over the coming weeks and it will be a little while yet before they will be ready for rehoming."

 

The puppies, three females and three males, are thought to be French bull / chihuahua crosses. 

 

RSPCA Inspector Laura Barber, who has visited the location where the puppies were found, has appealed for the public's help. She said: "As well as the puppies, we're extremely concerned for the welfare of their mum who has been separated from her litter and may also be in need of veterinary care. 

 

"It's sad and frustrating that people are continuing to breed irresponsibly, as we fear is the case here, and resorting to leaving vulnerable young animals in situations like this, leaving others to pick up the pieces. We'd urge anyone who can help our investigation to come forward."

The RSPCA's Hull and East Riding Branch is a separate, self-funding charity, and while these puppies are not ready for rehoming just yet, the centre is currently caring for 56 other cats and dogs, many of whom are ready and waiting for their forever home.

Hosepipe ban

Announcement from Yorkshire Water. 

From 11th July, there are hosepipe restrictions in place across Yorkshire following the driest spring on record.

While we’re out 24/7 fixing leaks and looking after your water, we’re asking customers to put down their hosepipes, so we can let our reservoirs recover. Our reservoir levels haven’t actually increased since the last week of January! Normally our groundwater sources and reservoirs get topped up over spring when the weather is changeable but this year we’ve had the driest spring on record and Yorkshire is officially in drought.

The hosepipe restrictions allow us to apply for drought permits, so we can change how we’re operating and further protect water supplies.

Everyone we supply in Yorkshire will need to stop using hosepipes for things like: 

Watering the garden or plants in your garden at home 

Cleaning private vehicles or boats  

Filling or maintaining a swimming pool, paddling pool, hot tub or cold-water plunge pool at home  

Filling or maintaining a domestic pond or ornamental fountain  

Cleaning your home’s walls or windows yourself 

Cleaning paths, patios or artificial outdoor surfaces  

You can still carry out these activities if you’re using water from a bucket or a watering can. You can also use water that is not sourced from mains water, such as grey water, rainwater from a water butt through a hosepipe, or private boreholes for example.

 

PRESTON  ROAD  CLOSURE .......We would like to inform residents and local businesses that a full road closure will be taking place on the B1240 Main Street in Preston, starting from Monday, 11 August 2025, for a duration of two weeks. This closure is necessary to facilitate essential repairs to a property that was previously damaged by an abnormal load close to the junction. The decision to proceed with a full closure was made only after extensive discussions and site meetings, during which all possible alternatives were carefully considered. Unfortunately, due to the nature of the repair work required, a full closure is the only safe and practical option. To help manage traffic during this period, a clearly signposted diversion route will be in place. In addition, improved HGV signage is being introduced as a longer-term measure to help reduce unnecessary heavy goods vehicle movements through the village. We encourage everyone to use the online platform https://one.network, which provides the most up-to-date information on roadworks and diversions. You can also set up alerts to be notified of any changes affecting your area. We will continue to keep the Parish Council and Elected Members fully informed as the situation progresses and will meet following the works to review and discuss future improvements to the signage in the area.

COMMUNITY  LITTER  PICK

A huge well done to all the residents, children and parish councillors that turned out on Bank Holiday Monday,  26th May to litter pick around the village.   Several bags of litter was collected from our streets and verges.

 

Please put litter in a bin or take it home with you.

Playing Field Trustees Working Party.   

Everyone is welcome to join us on Sunday 4th May at 10am as we come together to improve the area for all of our residents by: re-laying safety matting, cleaning down play equipment and litter picking the field.  (Litter pickers provided).

*4 new streets lights will be installed at the end of April 2025.

* A dog Prohibition Order for the playing field has been applied for.

THE OUTCOME OF THE COMMUNITY GOVERNANCE REVIEW, WILL AFFECT RESIDENT'S OF PRESTON. 

 

 There is already a proposal to reduce ward councillor representation  from 3 to 2 members. 

There are also proposals for Preston South becoming a part of Hedon - Geographically that may look sensible, however, there are other implications to those remaining in the Preston boundary.

Preston Church Clock

 We are delighted to see the church clock working again, thanks to the hard work and dedication of the church warden and a volunteer resident who spent several hours working on the clock motors / mechanisms.  This was done at no cost to the Council, saving us hundreds of pounds. I am confident the residents of Preston will join the Preston Council Council in thanking them both for their kindness and generosity in carrying this work out for everyone's benefit.

INTERESTING FACTS: DID YOU KNOW? 

There are 38 steps from the ground floor to the clock room plus 24 steps from the clock room to the bell room and another 20 steps from the bell room to the church roof.  That's a lot of steps taken when carrying out clock repairs, regular maintenance checks and works, time adjustments and flag changes.

Our clock warden should be praised for his commitment and service to the village.  Thank you.  
 

 



 

DOG FOULING

Public Space Protection Order 2025    

Preston Parish Council has applied for a Dog Prohibition Order on the Preston Playing Field and Children's Play Area.  

Complaints for 'dogs off the lead' and the amount of 'dog foul' far outweigh the call for us to to do just nothing.   

We have also contacted all nine Ward Councillors representing our neighbouring towns and parishes asking them to put pressure on East Riding Council to improve the dire situation of irresponsible dog owners not picking up after their dogs in public spaces.

OPERATION  SNAP
YOU can submit video evidence of driving offences direct to the police. 


 

Operation Snap is a secure online platform that allows you to submit video evidence of driving offences that you or other members of the public have witnessed. Its purpose is to improve road safety and to prosecute those that place others at risk. The service has been produced with the support of the Department for Transport.

The online service allows us to effectively deal with the footage recorded by members of the public in a safe and secure way, whilst making the investigation process simple and straightforward. We have a determined and robust approach to policing the roads and we’ll take every opportunity to make them safer for everyone.

This portal can only be used for driving offences, it is not for submitting footage of Road Traffic Collisions or public order offences, and is not for reporting crime.

It’s easy for people to engage in Operation Snap and processes have been designed to run smoothly. Operation Snap is not asking you to go out and detect offences for us, but we will deal with any you find.

Operation Snap has one desired outcome: making our roads safer.

Preston Parish Council met the East Riding of Yorkshire Council Dog Warden today (24th January 2025) to discuss concerns regarding the Playing Field and play area. 

Councillors have agreed that when the Public Spaces Protection Order is reviewed this year, amendments will be put forward for improved dog control.

This may be for Dogs on Leads or a Dog Exclusion.  

We appreciate there are both responsible dog owners that have control of their dogs and clean up after them, and those that sadly do not who are the cause for any future actions that may take place.

**Preston Playing Field: A Reminder for Dog Walkers**

 

Preston Parish Council are reminding residents that dogs are not allowed on the Preston Playing Field. This rule, enforced for safety and hygiene reasons, aims to ensure that the playing field remains a clean and secure environment for all users, particularly children and sports teams.

 

The playing field is a popular spot for local sports events and recreational activities. Allowing dogs in this area poses several risks, including potential injuries from dog bites or accidents caused by dogs running loose. Additionally, dog waste, even when picked up, can leave residues that create health hazards, especially for young children who frequently play on the grass.

 

Signage is clearly posted around the playing field to remind dog owners of this rule.

 

Residents are urged to report any violations to maintain the playing field as a safe, welcoming place for everyone. The council's website (https://eastriding.gov.uk), provides a user-friendly platform where you can report issues directly. For immediate concerns or if you prefer speaking directly to someone, you can call the dog warden on 01482 393939.
